In light of recent events, the Norwegian CAA has just published clarifications on the rules for flying drones in Norway.
Norway, you are generally allowed to fly in the open category if you are registered as an operator. This does not apply to Russian citizens, as there is a ban on all Russian flights.

In Europe’s first large-scale multi-domain flight demo led by Airbus, two fighter jets, one helicopter and five unmanned remote carriers teamed up and accomplished a mission that could occur in real-life situations.
